ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Walhalla – Westminster Interconnection, CGRE180030 will be received, by the City of Walhalla, at the office of 206 N. Church St, PO Box 1099, Walhalla, SC 29691,until 2:00 pm local time on July 9, 2020, at which time the Bids received will be publicly opened andread. The Project consists of the installation of approximately 2,282-LF of 12″ DIP water line, 615-LF of16” HDPE horizontal directional drill, and dual meter pits to connect the water systems between Walhalla and Westminster.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. Bid security shall be furnished in accordance with the Instruction to Bidders.
This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and with a grant from the SC Rural Infrastructure Authority; therefore, the project is subject to the laws and regulations associated with the respective programs. All federal requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if
the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to contract with small and minority-owned business when possible. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8am-5pm., and may obtain copies of the Bidding
Documents from the Issuing Office as described below.
Bidding Documents may also be examined at Walhalla City Hall located at 206 N. Chruch St, Walhalla, SC 29691, on Mondays through Fridays between the hours of 8:30am – 5pm.
Copies of the Bidding Documents may be obtained from the Issuing Office upon payment of $25 one-time administrative fee for digital/file sharing access or $75 for a printed set. No refunds will be granted. Checks for Bidding Documents shall be payable to “Goodwyn Mills & Cawood”. Upon receipt of check as indicated above, or electronic proof of check as submitted via email to mary.george@gmcnetwork.com, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Bidder is solely responsible for verifying the most recent version of Bidding Documents, including any addenda, have been downloaded if electronic access has been purchased. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference call will be held at 2:00pm local time on Thursday, June 25, 2020. Information for the pre-bid conference call will be shared with all plan holders before June 25, 2020. Attendance for the pre-bid conference call is highly encouraged, but is not mandatory.
