Walhalla, SC – Since June 2024, the City of Walhalla has completed or is in the final stages of implementing
almost $14,500,000 in water and sewer line upgrades. We are excited to share an overview of these
grant-funded projects and the areas affected, including additional work using uncommitted state
grant money (SCIIP Grants). We are seeking additional funding to continue progress on our needed
water and sewer line improvements, with our needs estimated to be around another $25 million over
the next 10 years.
Highway 11: Replaced and upgraded +/- 10,000 linear feet of 12” iron pipe along Highway 11 from
West Union to help with low pressure and capacity in these areas the area. (Completed in 2024
through Oconee County’s ARP funding.)
Highway 11: Expand 10” ductile iron pipe along SC Highway 11 in areas that experience frequent line
breaks. The project is expected to be completed in spring 2026.
West Main Water Line Upgrade: City contractors are replacing water mains along West North Broad
Street, West Main Street, West South Broad Street and some side streets. The water mains are being
tested and certified. The project is expected to be completed in spring 2026.
Rocky Knoll Booster Pump Station: Replace the booster pump station at Rocky Knoll and upgrade the
water main along SC 28/Highlands Highway. The Knoll water booster pump station equipment and
building are on order. Once the contractor receives the water booster pump station, the company will
install the new water main along SC 28 Highlands Highway. The project is expected to be completed in
spring 2026.
Westminster Highway/Oak Grove: Install 6” and 8” inch ductile iron pipe along Westminster Highway in
area experiencing low pressure and limited capacity. We have not approved additional taps in this
area here due to capacity restrictions but will be able to do so after this project is completed. The
project is expected to be completed in spring 2026.
Poplar Springs: Upgrade the water line to improve low pressure issues and water line breaks that cause
outages. The upgrades will increase the area water capacity by creating a loop and will provide a
second feed during line breaks. This project will be out for bid once engineering work is completed.
The project is expected to be completed in summer 2026.
Cane Creek Sewer Line Rehabilitation (west end of town): The contractor has completed the cleaning
and inspection of the gravity sewers and the Cured In Place Pipe (CIPP) sewer line rehabilitation
process for 96 percent of the project sewer lines. The contractor is also performing manhole
rehabilitation and point repairs on the gravity sewer lines. This will reduce city sewer maintenance and
sewer disposal costs by reducing inflow and infiltration. The project is expected to be completed in
spring 2026
Cane Creek Sewer Line Rehabilitation (North Catherine Street and southern areas of the City): This
project will expand the installation of CIPP on 10 and 12-inch sewer mains and add additional manhole
rehabilitation locations. The project is expected to be completed in summer 2026.
These infrastructure projects are not only an important investment in public health and safety, it also
helps support the economic health of the communities we serve. Economic impact studies show that
for every $1 million invested in water infrastructure, upwards of 15 jobs are generated throughout the
economy (US Water Alliance, 2017). This project is made possible through funding from the South
Carolina Infrastructure Investment Program, South Carolina Rural Infrastructure Authority.
